I agree with Caroline that we need to define the DD We can also talk about problems with a concept of a DD (address #2 question) ((Warschauer)
a. People tend to think of the DD as physical access only
b. It’s not the “haves” and the “have-nots”; rather, there are gradations. Not acknowledging these gradations can be patronizing and marginalizing.
c. The idea of a DD implies a chain of causality, which does not recognize the complex interrelationships of technology and society.
